263 Fresh Water Tank

Hello, back again after a winter of little progress on my 1990 263 restore. While working through the 12v systems, i discovered the water pump is bad for the fresh water. Previous owner said it had sat for 2 years without use. However, what came out of the water pump was horrible. I have an 5th wheel and know how the systems work there, but I have no idea how to even access the fresh water tank on this boat! I found it is in front of the cabin, and under the bow. However, are their low point drains that are accessible? I can't even see the tank to determine the level of nastiness that is in it.

Any suggestions for proper clean out? I'm guessing just several cycles of the store bought water tank cleaners... Any thoughts are appreciated! New pump on order and hoping to progress through this problem through the next couple of weeks.
