Economical option to the stock Cobalt fender clip

I'm a little late to this discussion and ordered my cs23 with the factory fender clips......it is what it is. I've read the posts but couldn't determine what is involved with adjusting the fender height - is there a velcro strap, do you re-tie the line or what?
Appreciate any feedback.

Re-tie the line to the proper length for either the front or rear position. Velcro will not be strong enough.
