2018 R7 Surf check surf system blinking light

Hi Everyone - my surf system is not working. The port side surf tab is operational, but the starboard side does not function (does not make any sound when we try to activate). The check surf system light continuously blinks. We did recently replace the batteries, I can't remember if this started just prior or just after that.

We unfortunately are located two hours from the nearest dealer so would love to figure this out on our own.

- we have turned the batteries off and back on. We can only find one big breaker in the panel next to the battery switch - it appears to be working and since one side still works, I don't think that's the problem.
- On one post, someone mentioned that there are surf actuator controllers under the starboard side bow cushion but that may be on a newer boat?
- we spent an hour trying to look for fuses, etc near the transom, but didn't find anything (and no unplugged connectors for the surf actuators)

any help/advise would be greatly appreciated...
