Assuming that the glass was laid up correctly, it really shouldnt be able to wick in any water, though.

A slight impact with a tear exposing the glass below the water line is all it takes. That's also how surface blisters start as well. In this case its probably fine as it seems to sit normally. I was just referring to the improbability of wicking in exposed fiberglass.
