I tow all the time with the same mooring cover you're talking about without any issues. As long as the ratchet straps are nice and tight it won't move. I did read somewhere that they don't recommend going faster than 75 on the highway.
HA! Not sure who WOULD recommend going faster than 75 while towing! Shucks I live in Cali, towing is still 55!!!!!!!
Thanks for your reply, it helps me feel confident giving it a shot.

At 55 mph and a 20 mph headwind you’re pushing 75 mph.

That's why you always go with the wind.
And down hill if possible.

As much as I love living in California, that is one of the very dumbest things ever. It just sucks.

As we were moving out of that god forsaken state, 1 mile from the Arizona border right by Lake Havasu I got pulled over by CHP as we had the boat attached to the truck for the move. Got a nice parting gift ticket for 64mph in a 65 mph speed zone. Got the ticket due to that 55mph crap. I was not the most cordial to the cop after he handed me the ticket. I lived there for almost 5 years and never knew the 55mph deal applied to small watercraft trailers.

A quick google search tells me that 15 states have a 55 mph towing law and two have a 60mph limit (including Texas, which has some of the highest speeds around). Who knew?
Forgot to add my .02 (albeit late). I've towed with both the snap on covers and the mooring cover on my Cobalt. I wouldn't give you $0.50 for the snap on covers when towing...mine continually pull off and have pulled out the snaps. Internet legend has it that I got the cover made at the end of the day...
As for the mooring cover, I've towed with it probably 1200 miles so far. Hands down it's better. The sideways vents do actually suck out the air and pull the cover tight at road speed. I don't know how, but it doesn't even ripple going down the road. I use the poles. Now, for the rub marks. I have had some, but they have come off very easy with Meguiars polish and a rag by hand very easily. you really couldn't see them more than 18inches away. My boat is black so everything shows. I also like that it covers the swim platform. With the snap on covers, water always collected there and pooled which was gross (due to the way my driveway slopes. Last point---the mooring cover has been 100% rain proof so far. I can go out right after a downpour and the entire inside is bone dry. Even after treating the snap in covers with 303 waterproofer I can't say that. It's maybe a little more challenging to put on in the water due to the fact it covers the swim platform, but very manageable. I do it by my self in less than 10 mins---probably closer to 5. The trick is in how you take it off. Watch the videos on youtube.
I think I could use a cover like that. Is there anywhere to buy one other than the Cobalt dealer?
I towed my new R5 600 miles last week with the factory snap on cover and it left horrible rub marks on the front, back and between the snaps. It’s going for the 20 service today, it will be interesting to see what the dealer says.
They come from a company called Commercial Sewing and they don't sell direct to the public....I tried. You have to go through the dealer and it can be up to 4wks as they custom sew each one....not much in inventory.

I just got off the phone with the nearest dealer to order a replacement mooring cover for the one I lost on Saturday (see the Dumb Boat Things I Did thread for more painful info). The dealer called Commercial Sewing: ordered today, cover ready on July 9, then 5 days shipping to me in CA. Which means I'll just get it in time for the tow to Arkansas.
